when I run SQLite-1.0.65.0-setup.exe it starts the installer and then I get a message saying it can't read from
C:\DOCUMEN~1\ADMINI~1\LOCALS~1\temp\tmp131.tmp.msi
What is the exact message? What operating system are running? Are you using administrative rights? You give us almost nothing to help you except rude comments.
There is no HELP file in the package...
There are NO INSTALL instructions in the package...
Users generally do not need help to double click a file, click next a few times and complete. I understand that in your case you may need a help file or install instructions to execute a file. In the case of most other software developers, no documentation is necessary. If you truly need documentation like this, I would suggest that free / open-sourceproducts are not for you.

Well, there you are. You just solved the problem! Congratulations! This is a public domain, free, open-source project. Feel free to fix the code. I am assuming you know where the code is broken since you have determined it to be broken.
I use SQLITE with Delphi, and it's dead easy to install and setup..

Really? You think this might just be an isolated incident or do you think the software is greatly flawed and other users just are not posting?
If you truly want help, feel free to follow up with basic trouble shooting information such as what operating system and privileges being used. What have you tried to work around the issue?
I would start looking here.. C:\DOCUMEN~1\ADMINI~1\LOCALS~1\temp\tmp131.tmp.msi. The part in bold cannot be correct as it is one too many characters[1].
